Many of the best Agra carpets of the 19th century were made in commercial workshops and in the city’s jails. Selected inmates were trained in weaving and knotting of these high quality carpets.  Weavers either wove directly from examples that were on loan to the jail, or they adapted designs from illustrations. Some of these carpets were special ordered by government and civil service figures.
